BOARD OF LIBRARY TRUSTEES MEETING
TUESDAY, AUGUST 14, 2012
MASHPEE LIBRARY CONFERENCE ROOM



Present: Sandra Lahart, Patricia Gamache, Sue McGarry, Carlo D’Este, Chip Bishop, and Jane Dolan.

Absent:  John Kowalski.


Also Present: Kathy Mahoney, Library Director
                     
 
Patricia Gamache, Vice Chairman, called the meeting to order at 5:10 p.m.

Approval of Minutes

Sue McGarry motioned to approve the Regular Session minutes of July 10, 2012 as presented.
Motion was seconded by Jane Dolan.
VOTE:  Yes-6; Abstain-1.

Reports

Kathy Mahoney e-mailed to each Board member a copy of her monthly report for July.  A copy of the report is attached to the printed set of these minutes.  Highlights of comments made during the review of the Library Director’s report included the following:

  • Frank Lord’s proposal that the Library be the new home of the model of the One-Room Schoolhouse built by Mashpee students (page 4 of Kathy’s report) was discussed.  Consensus of the Trustees was that due to space constraints at the Library it would be more appropriate for schools to display the model.  Sandi Lahart mentioned also that maybe Heritage Museums & Gardens would display for a while.
  • Reducing Library parking lot spaces reserved for low-emission/car pool cars (pg. 1 of report) … Trustee’s suggested that Kathy find out what kind of cars can park in these spaces and also suggested Kathy place the information in the Library newspaper column.
  • Friends’ concerns regarding donor/memorial bricks and plaques were discussed.  The thinking was that details of the beautification of the grounds and the donor bricks and plaques will be outlined in the future Friends’ action plan to be submitted to the Trustees for review at that time (pgs. 2-3).
  • Sculpture care and maintenance (pg. 3) concerns were reviewed.  Jane Dolan will contact Benn Silva, the sculptor, about DPW redoing the base to make it look better and about what type of cleaning products to use on the sculpture.
Request to close Library October 6th for Oktoberfest celebration.

 Motion:  Carlo D’Este motioned the Library be closed Saturday, October 6, 2012 for the Oktoberfest celebration; Sue McGarry seconded the motion.

Policy Updates

Kathy submitted a drafted revision to the Mashpee Public Library Art Exhibit Guidelines dated July, 2012.
Motion:  Jane Dolan motioned to approve the July, 2012 revisions to the Mashpee Public Library Art Exhibit Guidelines as submitted.  Carlo D’Este seconded the motion.

Long-Range Plan Update

Kathy advised that the final meeting of the committee will be on Thursday.  It will be a wrap-up meeting and will set some objectives and goals.  The long-range plan will be submitted to the Trustees for review and approval in September.

Chip Bishop said he would like to see the Trustees spend time discussing the community survey results…good sample to see what it is patrons are looking for at the Library.  He said that needs to be part of the long-range plan.  Kathy said the survey results show Library needs more hours, books and programs.  Kathy said we have a beautiful, big building but we don’t have personnel/money to deliver all the services that are needed.

There was a lengthy discussion about the survey and the long-range plan.  Suggestion was made that perhaps closing one day (Monday) and open Tuesday-Saturday for 8 hours per day.  The 40-hours per week opening would still be in compliance with MBLC regulations.

Friends of the Library Update

Chip Bishop provided a summary of the meeting he and Sandi Lahart attended on August 2nd with Friend’s leadership.  A copy of the summary is attached to the printed set of these minutes.  Chip said he felt it was a very productive meeting … concept is to re-build the bridges between Friends and Trustees.  The Friends would like Kathy Mahoney to develop a Library wish list.  The Trustees were pleased with the outcome and noted it is the intention of the Trustees to have Friends’ representative present primarily for Friends’ items on Trustees meeting agenda.

Corresponding Secretary Report

Sue McGarry reported that 9 donations in honor of Alice Borden were received.  Sue sent thank you notes to all donors.

Old Business

October Town Meeting Warrant Article Update

  • Library Trustees asking for 2 part-time employees.
  • Selectmen did not discuss Trustee Article at their last meeting.
  • Need 3 Board of Selectmen votes to get Article on the Warrant.
  • Trustees plan on attending next Monday’s Board of Selectmen meeting to show support to add staff.
  • Trustees noted that Library has to have infrastructure to accomplish services needed by the community.
New Business

Board of Library Trustees Organization/Responsibilities

Pat Gamache took excerpts from the MBLC Public Library Trustees Handbook and provided each Trustee with a copy.

Discussion

Ruth Nickerson submitted a proposal for display of Public library International Sign/Symbol in Mashpee at the intersection of Route 151 and Job’s Fishing Road; at the intersection of Route 28 and Job’s Fishing Road; and at Market Street corner of Medical Building and Cross parking street.  A copy of the proposal submitted is attached to the printed set of these minutes.
Motion:  Chip Bishop motioned the Trustees endorse the idea for signage submitted by Ruth Nickerson and request Kathy Mahoney to work with DPW to get it done.  Jane Dolan seconded the motion.

Sandi Lahart said she signed up for the October 27th Friends and Trustees conference to be held at Worcester Tech High School but she cannot attend.  Sandi offered the ticket to the Trustees.  Pat Gamache said she may go and will let Sandi know.

Next Meeting…Tuesday, September 11, 2012 at 5 p.m. in the Library Conference Room.

Adjournment

Sue McGarry motioned to adjourn the meeting; Carlo D’Este seconded the motion; and it was unanimously passed.  The meeting adjourned at 8:10 p.m.
